Why you can't top up Steam directly from Russia
Since 2022, Russian bank cards — MIR, Visa and Mastercard issued in Russia — haven't worked in Steam itself. Payment systems and foreign banks don't process such transactions because of sanctions restrictions. So an attempt to top up the wallet right in the client is declined.

Is it safe to top up Steam through a service

The top-up does not need a password, a Steam Guard code or account access — the login is enough. Topping up the balance does not break Steam rules, and you will not get banned for it. Anyone asking for a password is a scammer.

Account currency and region: an important nuance
